How do I submit copies of other states' returns with my client's electronic return?

If you file electronically, you are only required to submit other states' tax returns if you are specifically requested to do so, after processing. You should, however, attach your client's return(s) from another state(s) to your copy of your client's Maryland return that you keep on file in your office, along with the signature document Form EL 101.
